While there is no official confirmation yet, there are leaks hinting at the game mode’s return. If you specifically want to play Resurgence, you will need to wait until Activision introduces the mode to Warzone 2. The Resurgence game mode is not a part of Warzone Caldera and it is not available in Warzone 2.0 either.
